Western Power update - addendum #3 to WADCM

Members are advised of the following amendments which apply to all new, upgraded, modified or relocated customer electrical connection arrangements within Horizon Power or Western Power distribution networks.

Application

The following amendments are to apply to all new, upgraded, modified or relocated customer electrical connection arrangements within Horizon Power or Western Power distribution networks. The requirements shall be applied as soon as is practical during the period up to but not exceeding:

1st October 2016 for amendments to clauses 11.8.1, 11.8.2 ,11.12 and Figure 52, after which time, the amended requirements will be obligatory; and

The application date for the applicable amendment to the WA Electrical Requirements.

WADCM Distributed master metering systems 

Horizon Power has decided to withdraw distributed master metering options for customer connection and metering arrangements within the North West Interconnected System (NWIS) and Non-Interconnected Systems (NIS). The intent of this change is to enhance rural fault detection capabilities, reduce outage times and minimise the impact on unaffected customers where there is a shared private distributed reticulation network. To facilitate this change the following clauses have been amended: 

Clause 11.8.1 General metering types

Insert the following statement at the end of the dot point entitled “Distributed master metering- “Not available in Horizon Power networks“.

Clause 11.8.2 Horizon Power metering types

Insert the following statement after the 2nd dot point “Not available in Horizon Power networks“.

Clause 11.12 Distributed master metering

Insert the following statement after the heading- “Distributed master metering connection and metering arrangements are not permitted to be connected to Horizons Power’s North West Interconnected System (NWIS) and Non-Interconnected Systems (NIS)”.

Alignment with WA Electrical Requirements amendments 1 and 2

WAER Amendment # 1 

To ensure alignment with WAER amendment # 1 the following definitions and clauses have amended: 

Definition - Consumer (customer’s) pole

Delete the word ”by” after the word “supplied” and insert the words “by the customer” after the word “installed”

Clause 12.4.8 consumer poles

Insert the following sentence after the 1st sentence which ends with the word “occupier”. “Consumer and private poles shall be constructed and installed in accordance with the WAER, applicable industry standards, network operator specifications and these requirements.”

WAER Amendment # 2 

To ensure alignment with WAER amendment # 2 the following clauses have amended: 

Clause 8.1.5 Supplies of notices

Deleted the words “installation test certificates” from the 1st paragraph.

Clause 8.4 Installation test certificate

Delete to heading and insert the following in place of “Date of initial energisation” 

Replace the 2nd paragraph with the following: 

“The electrical worker must verify that the installation is ready for energisation in accordance with the requirements of WAER clause 6.3 and the notification requirements as shown and prescribed on the Notice of Completion (NoC). 

Where the electrical worker is authorised to energise the installation they must record the date of Initial energisation of the Installation (refer to AS/NZS 3000 clause 8.4) at the site, within the test report and on the NoC. The onsite energisation date must be located in a clearly visible position within the switchboard enclosure, not obscured or obstructed, be legible and permanent for the life of the installation.”
